Is an electric floor heating thermostat the same as regular thermostats?

No, floor heating thermostats are specifically designed for controlling electric floor heating systems.
When referring to electric floor heat thermostats, they are generally line voltage units. This means they require hard wiring and 120V or 240V line from the panel. HVAC or even hydronic floor heating thermostats are usually low voltage. They would require additional steps, like a step-down transformer, in order to be compatible. Another point of difference is the ability to connect a floor probe for more accurate programming for your electric floor heating.
