Why hasn’t my Controller activated my snowmelt system if its snowing?

If the LTC (Low Temperature Cutoff) dip switch turned on, this will prevent triggering the snow removal/deicing system below 5 degrees F even if its actively snowing.

When the LTC is ON, when the system is on and senses the temperature drop to 5°F, the system will delay-off.
